Minutes of Meeting—Jan 6th 2008 Call to Order President Antonio Rosales called the meeting to order at 6:45 p.m. at Round Table Pizza on Marlow Road. Teams Present Present: Sonoma United, Habaneros, Forestville United, Shockers, Outer Limits, Millwall, Renegades, Norcal F.C., Black Oaks Approval of Minutes The July minutes were reviewed and approved. Reports of Officers and Committees Antonio Rosales, President: Election of new officers tonight. President: Antonio Rosales 9 yeas 0 neas Vice-president: Joe Verdu 9 yeas, 0 neas Treasurer: Brian Aicega 9 yeas 0 neas Web Master: Luis Medina 9 yeas, 0 neas Secretary: Sarah Martin 9 yeas, 0 neas Registrar: Nominate Dave Wilson, who is absent. Also nominate Erin Donovan who will do it if he can’t. Ref Coordinator: Vacant position. Rolf can handle referee start-up meeting in Feb, but cannot be ref coordinator. Scheduler: Luis Medina 9 yeas, 0 neas Disc. Committee: Antonio Rosales, Rolf Stevens, Joe Verdu, Erin Donovan, Diane Hart Parliamentarian: Rolf Stevens 9 yeas, 0 neas Brian Aicega, Treasurer: After all paid for 2007 (including refunds), will have $2316.95. Old Business Luis said some teams didn’t report who won their games last year. Managers reminded to e-mail Luis after games and report win or loss within 48 hours. He doesn’t need to know the score, just who won or lost. New Business Sue Zaharoff had stated at the end of last season that she thinks it would be good to wrap up the season by end of June and not go into July. Brian Aicega pointed out that we don’t want to book Galvin for July and not use it again like last year. We determined that if we stated March 15th, we can finish by end of June. And that includes weekends off for Memorial Day and Cinco de Mayo tourney. (Make-up games will have to be in July if not done during week.) Kick Around could happen June 21st. If we start a bit early (March 15th), we may want to book three weekends of all-weather fields (Lucchessi and others). Motion to table the issue of starting a week early and paying for one extra weekend. Will know next month how many teams we have in the league and can decide if we have enough money. 9 yeas, 0 neas. Possible fields for early season: Wilson. Across the street from Cardinal Newman (two artificial fields) Wiseman Luis to see if we can reserve two weekends (March 15, March 22) at Cardinal park (or whatever its called). Brian Aicega to check Lucchessi and Wiseman. Both will reserve and we’ll cancel the one we don’t use. Starting March 29th all games on regular fields. Fees for 2008: Treasurer determined that if we have12 teams and they each pay $800, we would eat $1000 of our surplus from 2007. It was agreed that we need to go to $850 this year to make up for lower number of teams. Vote to raise fee to $850. 9 yeas, 0 neas. Voting on things to put on ballot: We reviewed the proposed new rules from the Rules Committee Meeting in December 2007. We voted on whether or not to include each new proposed rule on ballot. Here are the results: 1) SCASL will have two divisions: Open and Over-30. Open = 18 and over for men and women Over-30: Same rules that apply currently Over-30 teams would play open teams on a voluntary basis. Rules would be modified to identify two leagues. 2) Existing Rule: “Five touch rule will be enforced.” Proposed new rule: “Five touch rule will be enforced for the Over-30 divisions.” The five-touch rule would not apply to the Open division. 3) Existing rule: “Woman’s goal is worth two points.” Proposed new rule: “Woman’s goal is worth two points for the Over-30 divisions.” A woman’s goal would not be worth two points in the Open division. Motion to leave items 1-3 off ballot due to no interest from any open teams. 7 yea, 2 neas 4) Existing rule: “Red cards are an automatic one game suspension.” Proposed new rule: “Red cards are an automatic minimum one game suspension plus a fine equal to the cost of ref fees for one game. Additional game suspensions to be determined by the disciplinary committee.” Motion to add item 4 to ballot. 9 yeas, 0 neas 5) Proposed new rule: “If a player receives two red cards in one season, that player is out for the remainder of the season.” Motion to add item 5 to ballot. 9 yeas, 0 neas 6) Proposed new rule: “If a team receives four red cards in a season, that team is out for the remainder of the season.” Motion to modify proposed new rule: “If a team receives four red cards in a season, the disciplinary committee will review the case and determine what kind of disciplinary action to take. The committee will then make their recommendations to the board. The board will have the final vote on the disciplinary action to be taken.” 9 yeas, 0 neas 7) Proposed new rule: “Fees for red cards must be paid to league treasurer in order to get player passes back. Play passes will be returned only after the fee has been paid and the suspension has been served.” Motion to add item 7 to ballot. 9 yeas, 0 neas 8) Existing rule: “Rosters shall have only 22 players.” Proposed new rule: “Rosters shall have no more than 25 players.” Motion to add item 8 to ballot. 9 yeas, 0 neas 9) Existing rule: “If a referee does not show up for a game, each team will be refunded $15.” Proposed new rule: “If a referee does not show up for a game, the ref’s fee will be paid to any volunteer who steps in to referee.” Motion to add item 9 to ballot. 9 yeas, 0 neas 10) All fees listed under “Forfeited/Canceled Games” will be changed to read “an amount equal to the cost of ref fees for one game.” Motion to add item 10 to ballot. 9 yeas, 0 neas 11) Existing rule: “If a manager is caught using a player without a pass, the team is fined $50 and the manager is suspended for one game.” Proposed new rule: “If a manager is caught using a player without a pass, the team is fined an amount equal to the cost of ref fees for one game and the manager is suspended for one game.” Motion to add item 11 to ballot. 9 yeas, 0 neas 12) Delete the following rule: “Games start no earlier than 10:00 on Saturday.” Motion to add item 12 to ballot. 8 yeas, 1 nea Treasurer (Brian Aicega) asks managers see him for 2007 refunds. Luis suggested buying season tickets for SOL to raffle off.
